In 2003, the Bush Justice Department must have solved all of the important crimes in this country. They went after Tommy Chong (Cheech and Chong fame) because he sold pipes that "could" be used to smoke pot. A lot of things "could" be used to commit a crime and they aren't illegal. Even Montgomery Wards sold a cigarette rolling machine in their 1974 catalog.
I'm surprised the Nixon Justice Department didn't arrest the Montgomery Ward CEO for selling "potential" drug paraphernalia. Actually, I'm not surprised. The Nixon Justice Department was busy prosecuting Richard Milhouse Nixon.
